Funglode Signs an Agreement with the Organization of American States (OAS) to Strengthen Education by Using Information Technologies


The Global Foundation for Democracy and Development (FUNGLODE) signed an agreement with the Organization of American States, through the Inter-American Agency for Cooperation and Development, on the afternoon of January 28. The picture captures the moment when FUNGLODE's president, Leonel Fernández, shakes hands with Dr. Carlos Paldao, Director of the Department of Information Technology and Grants of the IACD.

The president-founder of the Global Foundation for Democracy and Development (FUNGLODE), signed an agreement with one of agencies of the Organization of American States to strengthen education overall.

Multimedia teaching and learning modalities through the use of information technologies breakthroughs will be employed to accomplish such goal.

The agreement's execution took place recently in Washington, D.C. between Leonel Fernández, FUNGLODE's president, and Mr. L. Ronald Scheman, Director General of the Inter-American Agency for Cooperation and Development, the principal agency of the OAS for technical cooperation and training.

On the other hand, in Santo Domingo, Leonel Fernández and Carlos Paldao, director of the IACD formalized the agreement.

IACD is an agency for the promotion, coordination, administration, and facilitation of the devising and execution of projects, programs, and developmental activities within the framework of the Strategic Plan for the Joint and Several Cooperation of the Inter-American Council for the Integral Development.

One of the entity's goals is "to accelerate its development through the application of cooperation and technical training, with special emphasis on the cooperation between Latin American and Caribbean nations."

The agreement establishes that Education is the key to the strengthening of democratic institutions, promotion of human potential development, equality, and understanding between nations, which positively influences in the economic growth and the reduction of poverty.

In order to accomplish such goals, it is essential to consolidate a quality education, and make it available to all.

Further, the IACD will collaborate with FUNGLODE, in the following:

  • Design and development of socio-educational, economic, and cultural initiatives intended to promote access to knowledge and learning through the use of multimedia educational resources.
  • Provide any advice requested by FUNGLODE on socio-educational, economic or cultural issues in the member States of the OAS regarding programs approved by the Inter-American Council for the Integral Development and the OAS General Assembly.
  • Make available to FUNGLODE, the Education Portal of the Americas and other information technology tools that may contribute to the accomplishment of such objectives, particularly those related to human resources training.
  • Inform FUNGLODE of IACD programs underway in areas of common interests, particularly those regarding the provision of access to the information, and consider the participation of FUNGLODE's in such programs.
  • Invite FUNGLODE's representatives to IACD technical meetings, whenever permissible, any time aspects related to information technologies, socio-educational, economic and cultural issues will be discussed, or any time FUNGLODE manifests a special interest in any such meetings.
  • Consider any observations made in writing by FUNGLODE on issues of common interests.

On its part, FUNGLODE, among others, shall:

  • Assist in socio-educational, economic, and cultural initiatives intended to promote access to knowledge through multimedia modalities, by using state-of-the art information technologies advances, particularly aimed at low-income population and remote communities in the Americas. Such initiatives might be channeled, among others, through the Educational Portal of the Americas, IACD Website; IACD Fellowship system; a specialized library network of the Americas; an informative service of cooperation services offer and demand in the Hemisphere; and other mutually agreed projects.
  • Give advice and academic support to IACD in general education matters, and particularly for the application to integral programs for the socio-educational development through the use of information technologies.
  • Recommend to IACD educational programs, plans, or activities that may contribute to the modernization of the educational systems in the hemisphere, including other matters within the scope of this Agreement.
  • Send IACD a copy of the applicable Dominican Republic laws and policies governing FUNGLODE's operations closely linked to the parties' common objectives, as a result of the implementation of this agreement, and any subsequent agreement with the parties, etc.
